Service areas

[Palisades Hammond Fence](https://palisadeshammondfence.com/) is a fence company that installs and repairs fences and gates across Hammond and the towns within about 25 miles in Tangipahoa, western St. Tammany and eastern Livingston parishes. The rules change at the city line: Hammond requires a fence permit and caps front-yard fences at 4 ft, Covington has its own $5 permit with a drawing, and outside city limits the parish sets the rules. Each plan starts with the jurisdiction the address sits in, not the town on the mailing label.

## Where Palisades Hammond Fence works

Hammond and the towns within about 25 miles, along four routes out of the I-55 and I-12 junction. Fence rules are set by the city where one applies, otherwise by the parish.

## Home line: Hammond, Ponchatoula and the parish around them

The Home line covers the I-55 and I-12 junction and the towns closest to it. Hammond and Ponchatoula each run their own permit office, while Natalbany, Robert and Loranger are unincorporated, so the parish sets their rules. A Hammond or Ponchatoula mailing address can fall on either side of the city line, which is the first thing checked.

### Hammond

Inside city limits, a fence needs a permit from the Hammond Building Department before it goes up: $10 residential, $50 commercial, doubled if work starts first. Front-yard fences stop at 4 ft and may not be chain link or barbed wire, fences behind the front of the house may reach 8 ft, and nothing over 3 ft may stand within 30 ft of an intersection. The Hyer-Cate overlay and the Historic District add their own review. The [home page](https://palisadeshammondfence.com/) and the [fence permit guide](https://palisadeshammondfence.com/guide/fence-permits/) cover the details.

### Ponchatoula

Ponchatoula has its own Building Official at 125 W Hickory St, (985) 386-6484, and its permit packet asks for the location and size of proposed fencing on site plans. The city's fence ordinance itself could not be read, so heights, materials and any fee are confirmed per address. Sampled soils around town are Abita and Guyton silt loams, with the seasonal water table around 23 cm down at most points.

### Unincorporated Tangipahoa Parish

Outside town limits the parish sets the rules. Its own permit records list only a handful of fence permits in two decades, but no parish fence rule was read, so whether a permit is needed is confirmed per address with the parish permit office in Amite.

#### Natalbany

Natalbany sits just north of Hammond on Myatt fine sandy loam, poorly drained, with the water table near 15 cm at most sampled points. Posts there are planned for holes that may hold water.

#### Robert

Robert, east of Hammond, is on somewhat poorly drained Abita silt loam, and 16 of 25 points sampled on FEMA's flood maps fall in a mapped flood zone. Parish rules apply.

#### Loranger

Loranger is on higher ground: Tangi and Toula silt loams, mostly moderately well drained, with the water table nearer 33 cm. Only 2 of 25 sampled points fall in a flood zone. Parish rules apply.

## North line: Tickfaw to Roseland

North along I-55 and US 51, each town is its own municipality, and none of their fence ordinances could be read. Permits and limits are confirmed per address with the town hall. The ground is the common thread: wet sandy and silt loams and streams with mapped flood zones.

### Tickfaw

Tickfaw is a village on Myatt fine sandy loam with the water table near 15 cm at most sampled points, and 14 of 25 sampled points in a mapped flood zone. Its fence rules are confirmed per address.

### Independence

In Independence, 15 of 25 sampled points fall in a mapped flood zone and about 58% of homes were built before 1980. The town's fence rules are confirmed per address.

### Amite

Amite City is the parish seat. Its housing is the oldest among the larger towns, with a median build year of 1972, and the NOAA station there records about 64 in of rain and 94 days at or above 90°F in a normal year. The town's fence rules are confirmed per address.

### Roseland

Roseland sits on Fluker silt loam with the water table around 20 cm. Its fence rules are confirmed per address.

## East line: western St. Tammany

East on I-12, Covington and Mandeville have their own pages because their rules were read at the source. The smaller towns and the unincorporated parish are confirmed per address.

### Covington

Covington's fence permit application carries a $5 fee and asks for a drawing of heights, locations, property lines, streets and buildings, with corner lots treated as having a second front. Its Historic District has its own fence guidelines. The [Covington fence page](https://palisadeshammondfence.com/service-areas/covington/) covers both.

### Mandeville

Mandeville sets its own fence heights and setbacks; city staff reports from 2023 quote a 4 ft front limit and 7 ft side and rear fences. The current code text was not read, so the specifics are confirmed per address. See the [Mandeville fence page](https://palisadeshammondfence.com/service-areas/mandeville/).

### Madisonville

Madisonville sits on the river, and its sampled soils include Kenner and Allemands muck, with the water table at the surface at most points. Posts in organic muck need more depth and footing than in sandy loam. No town fence ordinance or permit document was found, so the rules are confirmed per address.

### Abita Springs

Abita Springs is on Myatt and Stough fine sandy loams with the water table 15 to 30 cm down. FEMA's online flood layer returned no data around town, which is a gap in the map service, not evidence of low flood risk. Town fence rules are confirmed per address.

### Folsom

Folsom is the drier exception: moderately well drained Savannah fine sandy loam, with the water table nearer 52 cm. Village fence rules are confirmed per address.

### Unincorporated western St. Tammany

Outside town limits, the St. Tammany Parish development code sets fence rules, but its text could not be read. Whether a permit is needed is confirmed per address with the parish permit office.

## West line: eastern Livingston Parish

West on I-12 into Livingston Parish, each town runs its own building and zoning, and the parish permit office at 20399 Government Blvd in Livingston, (225) 686-2266, covers unincorporated areas. No fence rule appeared on the parish's permit pages, so permits are confirmed per address. NOAA's Livingston station is the wettest checked, about 68 in of rain a year.

### Albany

Albany is about 11 km west of Hammond on Myatt and Satsuma silt loams, with the water table around 23 cm at most sampled points. Its fence rules are confirmed per address.

### Springfield

Springfield is a small town of about 460 people, with about 90% of homes owner-occupied and 9 of 25 sampled points in a mapped flood zone. Its fence rules are confirmed per address.

### Holden

Holden is unincorporated, so Livingston Parish sets the rules. It showed the strongest flood signal sampled: 24 of 25 points in a mapped flood zone. A fence there is planned around standing water and debris after high water.

### Killian

Killian sits on low Colyell silt loams with the water table between the surface and about 31 cm, and 9 of 25 sampled points in a mapped flood zone. Its fence rules are confirmed per address.

### Livingston

Livingston is the parish seat, on poorly drained Deerford-Verdun and Gilbert soils, with 13 of 25 sampled points in a mapped flood zone. The town's fence rules are confirmed per address.

### Walker

Walker, about 38 km west at the edge of the area, has seen heavy recent building: about 44% of homes date from 2000 or later. Satsuma and Gilbert silt loams and 17 of 25 sampled points in a flood zone shape the post plan. The city's fence rules are confirmed per address.

## Wherever the property is

Louisiana 811 must be notified at least 48 hours before the first post hole anywhere in the state, and a fence on a boundary is presumed common to both neighbors. The [fence permit checker](https://palisadeshammondfence.com/tools/fence-assessment/) sorts out which rules apply at an address, the [Louisiana fence laws guide](https://palisadeshammondfence.com/guide/louisiana-fence-laws/) covers the neighbor rules, the [guide to posts in wet clay soil](https://palisadeshammondfence.com/guide/fence-posts-in-wet-clay-soil/) explains why depth and footing matter so much here. For prices, see the [fence installation cost guide](https://palisadeshammondfence.com/guide/fence-installation-cost/).
