Permit checker
Louisiana fence permit checker for Hammond-area homes
10 plain questions about a Louisiana address, the fence and the lot. The result shows which body sets the rules, the Hammond or Covington rules your plan runs into, and the office that confirms the rest. Nothing is sent anywhere. It comes from Palisades Hammond Fence, which installs fences across Hammond, LA and nearby towns.

Your result
Answer the 10 questions and the rules for your address appear here. Nothing is sent anywhere.
How the result is decided
The town and the city-limits answer decide the jurisdiction first, because a Hammond or Ponchatoula mailing address can sit in unincorporated Tangipahoa Parish. The other answers are then checked against the written rules for that jurisdiction. The same answers always give the same result, and the result lists your answers so you can see what it is based on.
| Where | What the checker applies |
|---|---|
| Hammond, in front of the house | Permit required. 4 ft at most; wood, metal other than chain link or barbed wire, decorative or simulated wrought iron, or masonry. Woven wire is prohibited there. |
| Hammond, behind the front of the house | Solid fences up to 8 ft, measured from the lower side. Barbed wire is not allowed in residential districts. |
| Hammond, near a corner | Nothing over 3 ft within 30 ft of a street intersection; corner lots keep a sight triangle. |
| Hammond Historic District and Hyer-Cate | Historic District Commission review for street-facing fences; Hyer-Cate bars chain link and open wire in front. |
| Hammond fee | $10 residential, $50 commercial, doubled if work starts before the permit. |
| Covington | $5 fence permit application with a drawing; Historic District guidelines keep front fences under about 3 ft. |
| Mandeville | Rules quoted in 2023 city staff reports, shown as reported and confirmed with the city. |
| Everywhere else | Confirmed per address with the town or parish office the result names. |
| Everywhere | Louisiana 811 notice at least 48 hours, and no more than 120 hours, before digging. |
The Hammond rules come from the city's Unified Development Code, section 4.1.8 and Appendix H. The Covington rules come from the City of Covington fence permit application and its Historic District design guidelines. The 811 step is the state's damage prevention law, R.S. 40:1749.13.
What this checker cannot tell you
It does not approve a fence or certify that a plan meets the code; only the permit office does that. It cannot read a survey, so it cannot say where the property line is, whether a servitude crosses the lot or what recorded restrictions say. Where a town's or parish's fence rule was not read at the source, it says so and names the office to ask, rather than guessing.
Rules and fees change, so confirm with the office the result names before you build. The fence permit guide explains the permit process, the Louisiana fence laws guide covers neighbors and shared fences, and the cost estimator sets a budget.
